In an interview aired on Russia Today TV on October 27, 2023, Mousa Abu Marzouk, a member of the Hamas Political Bureau, stated that the tunnels in Gaza were constructed primarily to shield Hamas fighters from airstrikes, rather than for civilian protection. He disclosed that these tunnels are actively used by Hamas to engage in combat against Israel. Furthermore, Abu Marzouk pointed out that since approximately 75% of Gaza Strip residents are refugees, he believes it falls upon the United Nations to ensure their protection. He also referenced the Geneva Conventions, arguing that it is the duty of the “occupying” force to provide essential services to the civilians in Gaza as long as they remain under occupation.
